I'm not 100% sure if the one-hour limit applies here, because you'd have your bags in hand. If you're not able to reroute in advance, ask the agent at the re-check counter after you take your bag through customs at IAH.

True, but I suspect OP is flying all UA. I can't think of another airline that would be flying MBJ-IAH.

Normally I'd agree, but there's less risk here because there's no question of locating the bag, assuming that OP takes care of it at the re-check counter rather than waiting until after security.
