In my experience they are not strict at all, my last 2 flights I have never before seen so much cabin baggage being dragged on board, literally two cases per person. One good thing though, my flight home was "BA operated by Iberia" On boarding all the locker doors were open in economy, but all doors were closed in Club Europe with a large sticker on every door saying "Reserved"
