i assume it’s in case the only other space is behind their seat. When everyone inevitably leaps out of their seats on landing and block the aisle, it’s far easier to pick up the bag as they move forward to the door, rather than try to swim against the tide and go back.
I can only attest that it’s certainly hard to go back. We ended up with our (sole shared) cabin bag behind us in CE recently because the couple in row 1 brought on 6 bags between them.
BA not enforcing their hand baggage policy irritates me.
