Just booked a rental car with Hertz in France through Priceline via a link provided by Autoslash. The booking is not pre-paid (like I'm used to with Priceline) and the confirmation email quotes the price as an "Estimated Total" rather than a guaranteed rate.

It's standard wording for all rentals. Your rate is guaranteed and includes all taxes and mandatory fees. That's the rate you'll pay at the counter.
