I don't know but since Tampa's transit is nearly non-existent, my assumption would be that it is not. If your plan is to just hangout in a vibrant little downtown area then you could manage without a car. If you want access to the greater metro area, including a number of very popular beach areas/resorts, you'll definitely need a car. Note, there is a parking fee at this hotel (~$10/night). I was using an award so it was free.
