You can book CDG-NYC-xxx and don’t use that last leg. You have to clear your luggage anyway upon arrival in NYC. Other way around NYC-CDG-Xxx you can can do as well but only if you fly with hand luggage only.
Transferring through IAD recently I noticed that the re-checking of luggage happens at a different location compared to terminating pax. I don't think that you would be able to take luggage off the belt at the transfer area, and then walk out of the airport?
