If you bringing backpack, I say 100% safe. I used to take SQ between USA and Asean flight. The only time the ground staff tried to weight my hand carry is at the SFO. They did it by manually lift the bag.

I told them just because I am moving back home and having laptop in the luggage then they just let it go. But this was like 10 years ago.
