Maybe not. I haven't stayed in Crowne Plazas for years, so I didn't check that probably. I only know that (a) some Holiday Inns used to give free breakfast to Plats without that being a published benefit, and now they don't because they officially give free breakfast only to Diamonds and above, and (b) some Crowne Plazas used to give lounge access to Plats (as you pointed in your datapoint), perhaps as a way of giving free breakfast, and I bet that is going away with the change in published benefits, even if the published benefits don't spell out lounge access as such.

My point is, the Plat benefit we used to get from the Chase IHG credit card (and still get from all Chase IHG annual fee credit cards) gave us free breakfast at some hotels, and now it doesn't seem to give free breakfast at any hotel that doesn't give free breakfast to every single guest.
