Have a look at the main EC261 thread, you will find there that Right to Care can be invoked on changes made more than 14 days hence, and also datapoints that show that BA does in fact pay up. As a general point, there is very little point discussion EC261 with booking agents, they are not fully trained in the Regulation. Customer Relations are trained in the Regulation but they handle post travel complaints.
