Sounds like something you were doing caused concerns (rightly or wrongly) of potentially violating some regulation (money laundering, funding terrorism, whatever). As noted by others US financial institutions are under a lot of pressure on this sort of stuff. You will never get a clear answer on this so don't waste your time trying to determine more from Amex. As far as your points and fee are concerned I encourage you to reach out to Alexander Darr at Darr Law. I have no association with him other than he has helped me out once (not with Amex but another bank) and has helped many others as well. He specializes in matters such as this. Alternatively if you want to do it yourself there are some threads and posts around here taking Amex arbitration. Good luck.
Oh and I should add that Amex has traditionally confiscated points on closure (whatever the reason), Citi does this as well. Only Chase allows you 30-days (or something like that) to use/transfer them. I believe that is because Chase lost some lawsuit years ago for confiscating points on closure.
