The "incentive" is to take pride in offering a consistently quality product. The "incentive" is to have the integrity to want to do so. It used to be the case. It could be again.

it's in Hilton 's interest to keep the fees flowing and you don't do that by having properties change flags or by squeezing owners to spend money they don't want to spend. Sad but true.
It used to be in Hilton's interest to have pride in a consistently quality product, instead of just squeezing the turnip dry.

Deflag and fine a few properties and communicate that to the owners asking if they want to be next. I'll bet we'd see some overall improvement and a very short term hit on corporate's profits. A good PR agent could turn such a tack into a real advertising plus.
