Were you (or for multi-stayers are you generally) happy with the hotel/stay?
In general yes. Only needed a room for the night as my office in Düsseldorf and short three stop subway ride. The hotel is new and open a few months. It is the largest Holiday inn Express in Germany. It is close to the subway stop Handelszentrum / Moskauer Straße which is one stop from main station. Main Station is walkable. The area around the hotels is not the nicest part of Düsseldorf but I would not consider it as unsafe. This are is currently redeveloped. However there is not much in regard to restaurants close to the hotel. The old town is four stops by subway and thus from my point of view the hotel is also in a good location if you would like to discover Düsseldorf but not stay in a more expensive hotel in the city centre.
Check-In was a bit slow with only one agent on a Sunday Afternoon. He worked by the book - and thus thank me for my status as this was on the list. Platinum Members get a voucher for soift drink, beer or wine while thus for Spire including cocktails. Voucher would be also valid for a large bottle of water (0,75 l) or a large 0,5 l beer (value up tp 6 EUR), which is not bad.
My room was triangle shaped and had only one window. This was okay for me. Give the shape of the building, the rooms are not always arranged in the same way.
Rooms facing the street could be noisy till midnight; not an issue if you close the windows. Chargers for electric cars in the underground parking, but you need to park there which is 19 EUR / day.

How are the rooms?
The hotel is new and the rooms have the new more modern design.
My room was located on the sixth floor which is the highest and at the end of the hallway and thus quiet. The small movable desk did its job for a some last minute work in the evening, but it is for sure not the best way for working longer or writing extensive meeting minutes.
Water pressure of the shower was very good and I like the shower. A door which really closes and not flooding of the bathroom. A heated mirror was also available, which was a first in a Holiday Inn Express for me. Shower gel and shampoo was not wall mounted but placed on a rack in the shower. A kettle was available and sockets next to the bed with two USB Chargers and a central light switch. Two additional USB charger were wall mounted.
Breakfast starts as 06:00 on weekday and 07:00 on weekends and is okay with a two choice of rolls. Cereals and yoghurt as well as fruit salad. Scrambled eggs are also available. Nothing outstanding and an average breakfast buffet in my opinion. I only had it on the first day and skipped it for the rest of my stay as I need to be in the office at 05:00 for urgent reports. Could not comment on service, but I hope there is more than one person later during the day, otherwise this might be short.
The lobby is large and there are a couple of seating areas, work places and an abundance of sockets and USB Chargers through the lobby and even at the breakfast area. A bar serves beer, wine and there is also a small cocktail list. Not food is available. The bar is sometimes served by staff at the check in desk, which means there could be some waiting time.
The flexible rate was 67 EUR. Advanced purchase would have been above 60 EUR.

Despite the do not disturb sign room was cleaned.
Cleaning was a mix; found the waste paper basket from the room in the bathroom in the sink. And another day not emptied.

Value for $ or Priority Club Points? Would you return?
67 EUR is a good rate for a full flexible booking. The Holiday Inn Express Düsseldorf North was more expensive. The IBIS would have been 54 EUR with ibis Business Card discount but without breakfast. The Hampton Inn would have been more expensive as well.
