I think the issue is that there's no through-fare filed for MVY-BOS and then BOS-BWI. If you try to book a revenue ticket, the system will let you plate an end-on-end ticket (multiple separate fares on one ticket), but hiccups if you try to do this on points because I don't think you can combine different fare buckets on points. (see all the threads about trying to combine a Mint flight with a non-mint flight on one PNR where there's no thru fare filed).
Well, I'm not sure if it's helpful, but the fare basis on the ticket I ended up purchasing shows "MVY - BWI (PL2AUEL1)" And not sure if it is relevant but it's the same equipment (E190) and fare (Blue Basic) for both legs. And if the issue is attributable to what you describe, it would have been nice if any one of the Twitter Team, Online Chat or Phone assistance, could have told me that. I'm not really miffed at all, just amazed at the incredibly awful customer service. But then again, there's an entire thread about that...
