I bought an item in Copenhagen that was eligible for a VAT refund. A week later, I departed from ARN. At the Global Blue desk (where VAT refunds are handled), there was a little sign saying only purchases in Denmark, Sweden, Norway, and Finland could be processed at the desk. Upon further research, purchases from any other EU country has to be done at the customs office at the airport.
