Is Great Britain no longer considered in the EU for VAT purposes?

I'll be doing Germany > Great Britain > Latvia > Czech Republic > Hungary > Turkey.

Would I be able to claim VAT (receive actual refund) when leaving Germany? Or would I need to wait til I leave Hungary?
