eUpgrades need seats in a specific fare bucket (R) for them to clear. If AC thinks they can sell the seats otherwise, they are less inclined to allocate space to R. There are often flights with empty J seats with R0 right up until the gate, when they clear the current upgrade list into the available seats. So it's possible for there to be J seats that even SEs can't upgrade to using eUps until T-1h.
