Treo 600
Not sure if the Treo 600 has come down in price (from $500)...

I used my Treo 600 (with AT&T Wireless voice/data/internet plan) in London this past weekend, and worked as if I was at home. Used it to access various websites (Yahoo!, USA Today, ual.com, etc).
