It's more than that. When we view their page in a browser, there should be an Install icon that allows us to save a copy to our device, but I am not seeing it on my (Android) phone, nor on my Chromebook. I "downloaded" a copy, but without an internet connection it cannot do anything. I trust someone with more knowledge of Progressive Web Apps (PWA) will provide guidance.
