Exactly, travelers have been buying temporary SIMs for voice connectivity for years. These SIMs are highly available - plus, voice connectivity is important for a multitude of reasons, such as calling emergency services. I wouldn't travel to a foreign country without voice connectivity for my safety, but I would sure be able to get by without WhatsApp.
