No, it says it comes with Premier Access, not “premier benefits”. Although that does include the bag tag, for whatever it’s worth. (I’ve had my Premier bags lost, or come out last on the carousel). Premier Access is a specific UA product that includes many of the airport services that you’d get for free from Silver, including Premier check-in and security lanes, where available.

No, priority phone support is not included as part of Premier Access.

ETA: On checking again, Priority Baggage is not part of Premier Access.

Sure, but at the cost of a large annual fee for a rather mediocre credit card. And, actually, in some airports you get into slightly different lounges with the Club membership vs. *G.
