The palmOne Tungsten C is the only Palm that has built in Wi-Fi, which is what I'll presume you mean when you say your looking to access Google, etc. At a retail of $399, you'll prob need to look for a used/recondition unit, or maybe eBay to get one at that your price range.

There are a couple of HP Ipaq's that have built in Wi-Fi, but they are on the higher end of the price range as well.

Another option is look for a lower cost PDA unit and a SD Wi-Fi card. This would accomplish the same thing. Again, you have may trouble meeting the $250 price limit.

One more thing: we are only discussing hardware here. Wi-Fi access availability varies from place to place. Some places offer it for free, others (like Starbucks/T-Mobile) charge for it. Keep that in mind also.
