Again, they will not handle anything but bags. Done to prevent being used as work around.
I don’t doubt you have the numbers, but in all seriousness, what can they do that the global bags desk can’t do? I’ve had delayed bags a dozen or so times, but never had a need to contact the local office. Only reason I can really think of to call locally would be to change my delivery instructions (like if I was changing hotels or returning), and that can be handled by anyone who has access to edit the record (perhaps even the pax, if that’s allowed online). The BSO is going to check the tracer record before they set it up for delivery.
