I cannot answer specifically regarding Asia, but for sure it's not just USA. I was offered pre-ordering on both YYZ-CDG and CDG-YYZ recently. Both worked impeccably. I cannot recall when or how I was invited to choose -- I think it was about a week before the flights in both cases.
