What is described by the OP is a known iPhone quirk, some time it does not launch the public wi-fi log in page automatically. This has happened to me at several hotels where I have returned but the password has changed.
the work around is:
“When the screen doesn't appear for you, just open Safari and type captive.apple.com into the address bar. that website will always direct you to the local public network log in page
plenty of good advice in the thread so far but again, as the OP specifically had an issue with his iPhone, and it is fairly common for this to happen with iPhones/iPads, typing captive.apple.com (as per my quoted post) in the address bar is the sure method to make the log in page appear.
for any other devices/laptops, then all other suggestion in this thread may apply
