Nobody knows. If you read through here you will see people getting promos that stay a lot, have not stayed a lot, regular members, Ambassadors. I believe Marriott throws darts at a board and if it lands on you.....

As a data point I am Ambassador and have never received a targeted promo. Even when I didn't stay at Marriot's I didn't get one.
