One of those things where better IT and communications could help both parties.
Perhaps a notification in the app, email, SMS, or message in MMB, or as part of OLCI process to warn 'the seat you have chosen is temporarily without in-seat power, please select a different seat if you intend to use this on your flight'. If I got that message I'd most likely stay in my chosen seat and charge my devices in the lounge before getting on board.
