One of the manual ARC offshore processes is to move people proactively out of seats with opdefs when the flight is transferred to their control. But what it means most in reality is that people get moved on shorthaul if the inseat power is broken, and that seat is then blocked until the cabin fills up enough for it to be required again (in which case a warning is placed to gate staff to alert the customer). It’s rock and hard place for BA… if they have broken equipment, people whinge (and start threads here). But others (like me) couldn't care less about seat power and would rather keep the seats we chose without being moved. They can’t really win.
