this is very common for all hotel brands. especially IHG. every property plays the award availability inventory/standard room category game. nobody should be surprised. yes, sometimes there is a glitch and inconsistencies between web vs app. but for the most part, you should not expect cash booking availability be the same as points vs FNC vs cash+pts. 40k pts booking does not necessarily mean you can use a 40k FNC. properties implement capacity controls for everything.
