I'm wondering if you can get the credits to stack simply by contacting Chase or IHG CS and explaining the situation to them (that is, have multiple IHG CCs, including one business premier and one personal premier, and are looking for a United TravelBank (TB) credit for each CC you own). You may have to HUCA several times before being able to locate an agent who can help you out with obtaining multiple United TB credits for the given half-year.
