I just tried again and got the same message "This member number has already been submitted." The small print on the registration website also says "Only one registration per IHG® account is permitted." If you don't consider the IHG twitter team official enough feel free to call into IHG and ask and please report back if there is a way to get the credit for BOTH cards...
