I got involved with AF's app developers maybe 5 years ago and it was definitely AF IT people. Ditto for KLM. They actually do have a significant IT department. I don't think they outsource very much, but things could have changed with the pandemic.

As for the current AF app bugs, they just now pushed out a bug fix release 13.0.1 as 13.0 had a lot of bugs reported. They didn't seem to do a good job of beta testing. I know some of us used to be beta testers, but I haven't been asked to help out in years.
