My guess is that AF is simply unaware. App and website development are likely outsourced (AF isn't an IT company..) and external companies are less inclined to 'monitor for issues' unless specifically directed to do so. SLA's and other service agreements typically all depend on the customer (AF) making the contractor aware of an issue, after which there is a specific amount of time for them to resolve the problem.
AF is totally aware. I reported the issues many times to the Ulti TA who were themselves aware because of the pax reporting and they told me IT is aware. But then they don't know why it's not taken care of apart the usual reason : lack of staff, etc.
