i would put it slightly differently, the plans have only been made until 30/09, and JAL has not yet made any considerations on whether to cancel beyond that. The plans are not automatically to reinstate, but more to wait and see.

I think that there is a reasonable chance that they will still be running the Narita flight for connections as they do now, rather than go double daily to Haneda.
