yes. for the most part, it is the OTA who holds the ticket.
i havent had any bad experience yet dealing with the bigwigs US-based OTA like the few i mention above.
i always get refunded when cancel within 24h, or 72+ hr when it's over the weekend.
i dont deal with the dubious no-names one like some that show up on momondo site.
but i still want to put out the caveat about obscure non-US airlines lest someone come here and complain later they didnt get refunded . i think these airlines will do shady stuff anyway no matter where you buy the tickets from.
