Sort of? They didn't sell more seats than they scheduled flights for (by much, usual overbooking), but they built aggressive schedules to maximize the operation and didn't leave a lot of room for aircraft/staffing/weather problems.

But I don't believe they built the schedules intending to have widespread operational problems and all the ensuing reaccomodation you mention. Nobody at the airline is enjoying this, including leadership.
