There are various rules on checked luggage for codeshares and/or oneworld equivalence, but not for cabin luggage. If HBO they seem to allow a big margin anyway on this, so I guess this was at the check-in desk and they were trying to keep overall baggage numbers down. But AA is within its right to apply their own rules here for cabin baggage.
