it could be done, but either means a lot more bus transits to a clean area in A from B and C or or a huge infrastructure expense to stop clean and unclean PAx mixing on the train from B and C to A
it works in some bits of FRA (T1 Z) because they can feed the arrivals into 2 different levels keeping clean and unclean appart till unclean have been screened but not other bits (T1 B) so arriving on LH from LHR you sometimes get security, sometimes not
