This has never been possible in the past, and I doubt it's possible now. Are you sure Aeroplan wasn't just offering to do a mixed cash + points booking, where both tickets are paid in a combination of points and cash? Or book a points ticket on the phone and link it to one you bought for cash online?
Anyway, do I just book them individually on the website, and then call in to AC to have the two separate reservations linked? The goal here is I want my travel companion to inherit my SE privileges, no different than if I had booked both tickets at the same time on a single reservation (no seat selection fee, free baggage, lounge access, etc).
You can link the PNRs, which will enable you to check in together with one PNR, may result in better protection in IRROPs, etc, but doesn't do the things you want it to do.
If Aeroplan can actually do what you want for $30 (which I highly doubt), you should pay them the $30 and let us know how it works out. Otherwise, book both tickets with cash or book both tickets with points to achieve what you're looking for.
