This flight was not subject to any ATC delay. The aircraft was indeed switched from EUYY to EUYR mid afternoon. EUYR was delayed 31 minutes inbound from DBV due to ATC, but still spent 2hrs in the turn at LHR due to late cleaning/ground servicing so although BA will use the earlier ATC delay to say compensation is not due, I would argue that it is still payable.
