You can look at the fare purchased and if it should have included food and drink claim back later.
AFAIK all Premium Economy fares include meals on LEVEL. I find it hard to believe that a flight attendant would attempt to charge somebody sitting in Premium Economy - they are fairly organised about who has prepaid for food and who hasn't...
But sometimes OTAs sell Light fares without telling the purchaser, and the traveller was upgraded or isn't actually sitting in PE.
