Question AA FAs: If you cant turn on in-seat power, please dont turn it off.

Last Thursday on my SFO-MIA MR I noticed that the power outlets were turned off. I asked the FA and she said she would get them turned on(after takeoff I assumed). However, well into the beverage service the outlets were still off.

So I politely asked again. She apologized and promptly went to the front of the plane to flip the switch.

Is it normal for them to turn off the outlets when at the gate? If so why?

Also I was watching the FA reach for the switch, as she was walking back I noticed that the power still wasn't on. By the time she reached me (seat 18D on a 757) the little green light was on.
