Its been open for quite a while now, it was just not very busy whilst T4 was closed but open nonetheless. Its still a decent hotel, especially by Heathrow standards, but its not quite what it was. Most of the staff are new - common problem these days - and standards are a little hit and miss. I have Dimond status also and of the 5 stays I've had this year it was recognized / rewarded twice, completely ignored three times. That being said, its still my default Heathrow option.
