They would have a hard time SSSS everybody where nationality and country of residency doesn't align....
I very much was skeptical of their statement, thinking they could not possibly implement something so silly. But then I thought, this is the TSA, so anything is possible. In any case I was denied TSA-pre for ORD-MSN, SRQ-ORD, and ORD-ZRH on one ticket and for ORD-TPA on a separate one-way ticket during this trip. And I had SSSS on all four flights.
