When i see a premium plus cabin all blocked out and tickets unavailable, when flights otherwise have good availability in Polaris and economy, is this due to the fact that aircraft type is still undecided?

If so, when and if might premium become available? Do you just have to keep checking? Or if it's blocked is it unlikely that it gets that configuration later on?
