Holiday Inn Express, Sterling, CO - No hand soap in bathroom? Two towels per room?

Just finished a stay at the Holiday Inn (Edit: Holiday Inn Express) in Sterling, CO. There were a number of less-than-ideal items to observe (food service, coffee bar, cleaning of elevators/common areas), but the biggest concern was that they are limiting towels to “two per room” and had no hand soap for guest bathrooms.

It seems to me that one towel per guest and one bar of hand soap per toilet ought to be a minimum requirement to rent a room. I understand that there are supply issues, but at some point management either has to run down to Wal*Mart or reduce room inventory.

Is this the “new normal” for rural budget hotels?
