I don't doubt what you are reporting, but unless there is some local law governing car-rental fuel charges, I cannot imagine that the cost per gallon for refueling at the end of the rental would be identical to the cost per gallon of the prepaid fueling option.
I was suprised too, which is why I asked the desk agent. Nobody every said fuel option, and it was the only sign I saw. If there was another, and it was $15/gallon, I'd accept it - 2 or 3 gallons x $15.. But I was clearly taken advantage of, give e-toll unlimited, and there is no reason to discuss etolll if you don't want unlimited - regular e-toll works automatically.

In any case, after 35 minutes on hold, I'm getting a $140 refund from Customer Service.

And the line the Tampa airport gave my wife about being charged a full tank was either BS or rogue agents beefing up the rental costs (although I don't know what's in it for them - do they get a commision on prepaid fuel options)?
