I think the problem here is that many of the regs differ between airports - e.g. some connecting pax might have US TSA-PRE - so don't understand why they have to remove laptops, liquids, etc. anywhere else - resulting in secondary screening.
Maybe, but LHR agents are constantly shouting out instructions on what should be removed from luggage.
