Actually, after re-reading the OP to clarify the "issues with the app" business, are agents allowed to rebook people onto an oversold flight? An oversell would explain the $1,000 premium and would likely explain why the agent "couldn't see" the flight for rebooking purposes.
That's basically what the agent said, but I don't know if it was because of policy or system limitations. In either event I didn't consider it acceptable.
