On short haul there’s often not a huge difference but it’s a sneaky approach by BA.
The airline is correct, there is no compensation due for downgrades. A passenger who is involuntarily downgraded is entitled to reimbursement (under UK261) of either 30%. 50% or 75% (depending on length of journey) of the flight sector price using the Mennens Formula (see the main topic for more info).

Compensation for the cancelled flight may be available depending on the reason for cancellation and the timings of the alternative transport.
