What are the implications of open segments on airport taxes?

I remember someone telling me to avoid having a stopover in LHR unless you really need it. It looks like it raises the tax to the tune of $50 or so. So by making all segments open are you not paying more taxes? I assume when you make a segment open, then you are paying the stopover taxes for all the segments involved. Any insight into this...
